Turn Windows features on or off. Disabling the file and print service requires a restart and updates.

I have a question about the behavior of Turn Windows features on or off, specifically Print and Document Services.

I have observed the same behavior on both my Windows 11 laptop and Windows 10 desktop:

• When I enable (check) a feature, Windows usually applies the change without requiring a restart.

However, when I disable (uncheck) a feature under Print and Document Services, Windows prompts me to restart the computer. During the restart, it also displays "Updating" while applying the changes.

I would like to ask the following:

Why does disabling a Windows feature often require a restart and display an update screen during reboot, while enabling the same feature may not? Is this the expected behavior in Windows?

Are the default settings for Print and Document Services as follows?

Internet Printing Client – Enabled (checked) by default

  **LPD Print Service** – **Disabled (unchecked)** by default
  
     **LPR Port Monitor** – **Disabled (unchecked)** by default
     

1. If a user does not use LPD/LPR printing, is it recommended to leave LPD Print Service and LPR Port Monitor disabled, as they are by default?
2. Why does the repair date in C:\Windows\WinSxS change after restarting?Is it related to this?

I have observed the same behavior on both of my computers, so I would like to confirm whether this is normal Windows behavior rather than an indication of a system problem.
