I would like to check and possible change members of my family group in Microsoft. My sister may currently be a member but needs ( and should already have) access to a different family group. I currently only have access via an iPhone to perform this task.

May I ask if you are the administrator of your Family Group? You need to be an administrator of your family group to manage it.
You can add your sister to the family group and make sure that she is an organizer if she is already an adult.
You can download the Microsoft Family Safety app from the App Store, or you can use Safari and go to: https://family.microsoft.com/.
Follow the guidelines provided in the link below to add, remove, and manage the MS Family Security App.
