OneDrive will not download files. When a file is clicked, there is no action. The systems freezes and unable to use Explorer.

Agreed, very positive results! Update . . . tested the following each with OneDrive Sync Service disabled (confirmed with Task Manager). Start OneDrive manually -> finish syncing -> No manual shutdown of OneDrive: This results in the system shutting down, but then immediately restarting. This was tested 3+ times, allowing the system to reboot, wait 3 minutes, then attempt a shutdown. Start OneDrive manually -> finish syncing -> Manual shutdown of OneDrive: This results in the system shutting down, and a clean stop on the first try. Tested this 3+ times, allowing the system to reboot, wait 3 minutes, then attempt a shutdown. However, the system will always spontaneously restart on the 2nd or 3rd reboot. If I persist with additional shutdown(s), the system will shut down, but it takes a few tries, sometimes going back to a restart immediately after the shutdown. The shutdowns are relatively quick, and no forced shutdown is needed. Another glance at the processes running in Task Manager wasn't that informative. There is no obvious system 'hog' running. I can go through the list of installed programs and disable additional ones that aren't crucial and see what happens. In all, the tests above indicate DDPM was definitely involved. No other clear causes for the remaining hangup, that I can tell.

Thank you @Dale Sherman, PhD for the detailed testing.

At this point, the results show that Dell Display and Peripheral Manager was a major part of the problem, while OneDrive running during shutdown still triggers the remaining restart behavior.

To summarize what we have tried:

  • Confirmed the files work normally on OneDrive Web and another computer.
  • Confirmed File Explorer freezes only after OneDrive is started.
  • Reset, unlinked, and reinstalled OneDrive.
  • Completed the Windows 11 repair update.
  • Ran DISM and SFC, with no system file corruption found.
  • Checked both drives, which reported healthy.
  • Checked wake timers and Event Viewer.
  • Found a crash dump pointing toward the Intel graphics driver and Dell Display and Peripheral Manager.
  • Uninstalled Dell Display and Peripheral Manager and Dell Core, which resolved the long shutdown hangs.
  • Confirmed OneDrive still sometimes causes an immediate restart when it remains active during shutdown.

For now, I recommend:

  • Keep Dell Display and Peripheral Manager and Dell Core uninstalled.
  • Keep both OneDrive startup entries disabled.
  • Start OneDrive manually when needed.
  • Allow it to finish syncing, then quit OneDrive before shutting down.

This is currently the most stable configuration based on your testing. I would not disable additional programs at random.

Since OneDrive has already been reset and reinstalled, a permanent fix may require a future OneDrive, Intel graphics, or Dell software update. Please keep Windows and your graphics driver updated and continue using the workaround for now.

Thanks for your patience and for carefully testing each step.

Hi, @Dale Sherman, PhD good morning!

After more than 10 hours on the restart screen, the process appears to be stuck. At this point, press and hold the physical power button for about 10 seconds until the computer turns off.

Disconnect any nonessential USB devices, then turn it back on.

    • If Windows starts normally, do not repeat the recovery reinstall yet. Keep OneDrive closed and confirm that your important files are available on OneDrive Web.
    • If Windows enters “Automatic Repair,” select “Troubleshoot” > “Advanced options” > “Startup Repair.” Microsoft recommends Startup Repair when Windows cannot complete startup correctly. https://support.microsoft.com/en-us/windows/experience/startup-boot/startup-repair
    • If Windows asks for a BitLocker recovery key, do not continue until you have the correct key.

You did not need to unlink or uninstall OneDrive before using “Fix problems using Windows Update.” Quitting OneDrive was sufficient. Unlinking only removes the account’s connection from that computer and does not affect the Windows reinstall process. https://support.microsoft.com/en-us/onedrive/how-to-remove-an-account-in-onedrive

Please do not repeat the recovery reinstall immediately. First let me know whether Windows starts normally, enters Automatic Repair, or displays an error after the forced shutdown. Thanks!
