I want to position the bar at the top of the screen - just like you used to be able to do in previous versions of Windows?
This capability has been added back in insider preview. Hopefully, it won't be too long until everyone gets it.

If you don't want to wait, both Explorer Patcher and Windhawk support moving the taskbar.

Windows 11 does not currently include a supported option to move the taskbar to the top of the screen. The taskbar is fixed at the bottom.
Only the taskbar icon alignment can be changed between center and left.
I would not recommend registry changes or unofficial tools. They can cause taskbar problems, stop working after Windows updates, and may do more harm than good.
You can also submit this as a feature request through the Feedback Hub. Press Windows key + F, then describe that you would like the option to move the taskbar to the top of the screen.
Thanks for the response John - it's for disappointing for Microsoft to delete a feature for no benefit. Oh well.
I agree. It was a useful feature in previous versions of Windows.
