Publisher verification blocked by missing Partner Center tenant association (MPNAccountNotFoundOrNoAccess)

I need Microsoft support to associate an existing Microsoft Entra tenant with our existing verified PartnerGlobal account, or restore access so an authorized administrator can complete the association. Please do not create a duplicate enrollment.

Current state:

  • A multitenant Outlook application is registered in our PodPitch Microsoft Entra tenant.
  • The publisher domain podpitch.com is DNS verified in that tenant.
  • Our company already has a verified PartnerGlobal / Developer enrollment, but it is associated only with an older MagicPitch tenant.
  • In Entra App registrations > Branding & properties > Add MPN ID, the correct PartnerGlobal ID returns: "The MPN ID you provided does not exist, or you do not have access to it." The provider error is MPNAccountNotFoundOrNoAccess.
  • A fresh retry on July 28, 2026 at approximately 19:35 UTC produced the same result.
  • Direct Partner Center access under the current PodPitch administrator does not expose a Partner Center user entity or the Tenants management page.
  • We have authorized administrators for the application tenant and the existing Partner tenant, and both tenants belong to the same legal company.
  • The complete evidence and identifiers are already documented in active Partner Center support cases and can be provided privately to a Microsoft engineer.

Microsoft documentation says the app tenant must be associated with the PartnerGlobal account at Partner Center > Account settings > Tenants before publisher verification can succeed. The exact resolution needed is one of:

  1. Associate the PodPitch Entra tenant with the existing verified PartnerGlobal account server-side; or
  2. Restore or assign Partner Center access to an authorized administrator so we can use Associate Microsoft Entra ID ourselves.

After the tenant association is complete, we will retry Add MPN ID. We do not need a new Partner enrollment, a password reset, or a new app registration.

This question was opened through Azure Priority Community Support after activating the Developer Support plan. Please escalate it to the Entra publisher verification / Partner Center account team for secure handling of tenant, application, PartnerGlobal, and case identifiers.
