Why can we not view a delayed delivery email in an Outlook Outbox anymore?

I'm using the new Microsoft Outlook app and I want to add another person to a delayed delivery email but I cannot find the "Outbox" anywhere. Is there a simple solution to see outgoing email in an "Outbox" folder?
