Unable to recover Hotmail account – recovery form impossible to complete

I am assisting a client with their permission. The Hotmail account cannot be recovered through the automated form because the phone number on the account is a landline, the password and PIN are forgotten, and the client cannot provide recent email subjects due to inactivity. We can receive verification codes at the alternate email, but the recovery form still blocks us and asks questions that cannot be answered. The account has also now shown “too many attempts” even though we only tried today. We need manual identity verification and escalation to the Microsoft Account Recovery Team because the automated system is impossible to complete.

If you have exhausted all other methods, but can complete one verification step for your account (e.g. code via email), but can't access any of the other verification methods, and have repeatedly failed the Account Recovery process, or can't use Account Recovery because your account has Two-step Verification (2FA, MFA), then you can try to request that all the verification methods be replaced.

This will put your account in a 30 day "Pending Request" state. You will have limited access to the account during this period or no access at all if the account has Two-step Verification enabled.

Since the account has more than one verification method, and since the verification codes sent to the recovery email address still redirect to the account recovery webform, did the owner have two-factor authentication (2FA) enabled on the account?

Important: If they have an active 2FA, ACSR will inform the owner that the recovery request will be ignored. If they only receive a message that the recovery request is either successful or indicates insufficient information, this means that 2FA is disabled.

Also, may I know when was the last time the owner successfully signed in to the account?
