Partner Center Packages page permanently returns 500 UnknownServerError for my EXE app product - cannot submit app update

Since July 26, the Packages section for our product BILLEVO (product ID d8a42b0c-c9f7-4d2f-a0e1-6d88755d5283, seller ID 95180590, EXE app) permanently fails. The "Review and publish" page shows "Unable to fetch this info" for the Packages row, and opening the Packages editor fails.

The underlying API GET /dashboard/product/packages/api/products/<productId>/packageViewModel returns HTTP 500 with "Unexpected error, we couldn't complete your request. Please try again later." on every attempt, for more than 24 hours.

Recent correlation IDs: f9267454-cf41-486f-93fe-e00c829224ad (Jul 27 ~09:10 UTC), fbc7402e-24eb-44a7-9665-2d6e04cd7ccc (~10:05 UTC), af3eeb0f-9316-46b9-8ecf-01c76e20dc3c (~10:20 UTC), 8dbeaf08-1dbd-4c5b-a7e1-6e52c2eca323 (~17:40 UTC).

The error is specific to our product: with the same session, the same endpoint with a non-existing product ID returns a clean 400 BadRequest, and all other Partner Center APIs (submissions, listings, age ratings, permissions) work normally. Other sub-routes of the packages service (packagesets, packages) also return 500 UnknownServerError for our product. This looks like corrupted backend data for this product, not a client issue.

Already ruled out: cache cleared, multiple browsers and machines, no reported outage, no submission in progress (an accidental submission from Jul 27 was cancelled successfully). The state appeared after our previous submission (created Jul 21 21:17 UTC, published Jul 22 01:43 UTC after an unusually long certification).

Impact: we cannot open the Packages editor to change the package URL, so we cannot submit our app update (3.7.16). The Windows Developer Support chat bot only links to the Support for Business portal, which requires an organizational account; our developer account is a personal Microsoft account, so case creation is impossible there (Engage Center shows "no access").

Please repair the backend package state for this product, or advise how an individual developer can get this escalated to engineering.
