It is still possible to make standard outbound calls to landline or mobile phone numbers using Microsoft Teams. However, this functionality works differently from the old Skype experience.
Skype has been retired for consumer users, and Microsoft has moved users toward Microsoft Teams Free. If you previously used Skype Credit, Skype subscriptions, or Skype Number, you may still be able to use the Skype Dial Pad from the Skype web portal or within Teams Free, depending on your existing paid Skype service status.
For Microsoft Teams, outbound calling to external phone numbers requires PSTN connectivity. In most business scenarios, this means the user needs Teams Phone plus one of the supported calling options, such as Microsoft Teams Calling Plan, Operator Connect, or Direct Routing.
Please note that an active Microsoft 365 subscription by itself may not include the ability to call landline or mobile numbers. The required licensing and calling options depend on your Microsoft 365 plan, your account type, and your country or region.
If you are using a work or school Microsoft 365 account, I would recommend checking with your Microsoft 365 administrator to confirm whether Teams Phone and a Calling Plan are assigned to your user account. In case you are using a personal account migrated from Skype, please check whether you still have existing Skype Credit or an active Skype calling subscription available in Teams Free or through the Skype web portal.
