For an individual user or a small business that requires a one-time purchase for a single Windows PC, you may look for Office Professional 2021 through Microsoft or an authorized Microsoft reseller.
Please note that Office Professional 2021 is the retail product you should ask for. Office Professional Plus 2021, on the other hand, is generally intended for organizations through commercial or volume-licensing agreements and is not normally offered as a standard retail product for individual purchase.
Before completing your purchase, I strongly recommend asking the seller to confirm in writing that:
Microsoft Publisher is included in the product.
The license is genuine and authorized.
