How to fix screen flickering?

Hello. I have installed the newest AMD Radeon Graphics driver (from the AMD official website); however, my screen continues to flicker after a few minutes. When I head into Device Manager and the Display tab, I continue to see this message in the Events tab:

Device PCI\VEN_1002&DEV_15D8&SUBSYS_8706103C&REV_C4\4&bfa10ed&0&0041 was started.

Driver Name: oem19.inf

Service: amdwddmg

From what I have been able to find, it means the driver isn't able to function properly, but it was successfully installed on my laptop. I am unsure what to do, and I do not want to get a new computer, considering the screen issue is my only issue with it. It started about two-ish days ago. Here are my computer specs and other information

This issue happens because Windows Update is overwriting the official AMD driver you manually installed with HP's factory display driver. The hardware ID (SUBSYS_8706103C) confirms you have an HP laptop, and when Windows forced-installs HP's custom driver over AMD's generic driver, the graphics system conflicts with itself, leading to screen flickering and driver re-initialization logs.

Here is how to resolve the issue:

Step 1: Clean Up Old Drivers with DDU

Download Display Driver Uninstaller (DDU) from Wagnardsoft.

Boot your laptop into Safe Mode.

Run DDU, select GPU / AMD, and click Clean and restart. This wipes all corrupted driver fragments completely.

Laptops with Integrated Vega graphics (like your Ryzen 3 3250U) perform best with OEM-tuned drivers:

Go to HP Support & Drivers and enter your laptop's serial number.

Download and install the AMD High-Definition Graphics Driver listed under your laptop model’s support page.

If you prefer the latest generic AMD Adrenalin software instead, install it directly from AMD's site, but make sure to complete Step 3 immediately after to prevent Windows from overriding it.

Step 3: Stop Windows from Replacing the Driver

This is a common scenario when the installed driver package is not fully aligned with the Windows 11 build you are running, or when remnants of older drivers are still present in the driver store.
