Windows 11 not activating after new install of windows on a new hard drive

Hi,
I just got a new SSD and installed a fresh version of windows on it. I am having the hardest time trying to activate it. My old hard drive is still connected, and I am able to boot from that if I wanted to and windows is activated and works fine there. It is activated through my digital license through this account.

When I boot from my new SSD, windows can not activate. The profile is signed in through the same account, and my motherboard did not change. When I assigned this account to the profile, the watermark went away, but it still says it is not activated. On the activation page in settings, I have error 0x0803FA067 and the troubleshooter there does not help. I checked the OS version and it is windows 11 home which should be the same as my license.

Is anyone familiar with any solutions? I work in IT troubleshoot and can't figure out whats wrong.

Hi Isaiah Augustin,

I understand that you performed a clean installation of Windows 11 Home on a new SSD, while the original drive is still activated on the same motherboard and Microsoft account.

Since you are receiving error 0x803FA067, I would like to narrow down one detail first:

On the new SSD installation, is the Activation page showing "Windows 11 Home" and are you signed in with exactly the same Microsoft account that appears on the activated installation on the old drive?

In the meantime, please try these checks:

  1. Open "Settings" > "System" > "Activation" and select "Troubleshoot".
  2. If prompted, choose "I changed hardware on this device recently", sign in with your Microsoft account, and select the device that was previously activated.
  3. Confirm that the edition on both installations is Windows 11 Home. A mismatch between Home and Pro can prevent activation.
  4. On both the old and new installations, run slmgr /dlv from an elevated Command Prompt and let us know whether the license channel shows Retail or OEM. This can help determine how the license is being recognized.

    If the licence is from 2015 and was OEM on the original installation and you changed motherboard I would have expected activation to be a problem in 2022.

    Changing from HDD to SSD shouldn't affect activation on a valid licence.

    In 2015 it would have been Windows 10 (I presume) and has since been upgraded to Windows 11. In 2015 it is quite possible that Windows 10 was part of the free upgrade from Windows 7/8. A licence that was originally Windows 7/8 can no longer be used to activate Windows 11. Microsoft changed a loophole in 2023 to block upgrade licences activating Windows 11.

    This is why the troubleshooter cannot find a valid licence to transfer to the SSD installation. It sounds like you will need to buy a new Windows 11 licence.
