Yes, it is technically feasible. A single ExpressRoute circuit can be linked to multiple Azure VNets, including VNets in different subscriptions, by using ExpressRoute circuit authorization. However, the circuit remains a shared 1 Gbps circuit, so Partner 1, Partner 2, and Partner 3 do not each receive dedicated 1 Gbps capacity. My recommended solution is to implement the shared circuit only if the connectivity provider/customer-edge design enforces strong separation between the partners using VRFs, VLANs, MPLS L3VPN, firewalls, route filtering, and BGP controls.
