Based on your sharing, this behavior can happen because the Viva Engage web and the app can render community branding from different cached/replicated data:
- Updates to Viva Engage or Microsoft 365 community settings can take up to 24 hours to replicate across the network. That's also applied with community cover images which are part of the community settings, so the app may lag behind the web experience.
- It can be also caused by a stale mobile/app cache, and the app may keep showing a previous cached default banner. This is common if the image was changed just recently or if users have not fully closed and reopened the app for a forced refresh.

So, if the custom cover appears correctly in Viva Engage online, the community setting is likely saved correctly. In that case, I kindly hope you may remain patient a little longer up to 24 hours for the full sync across the system. After that, sign out and back in or fully close and reopen the app to force a refresh then check whether the image is uploaded properly in the app.
