    Hello Waji Kazmi

I’m sorry you’re unable to access your notebooks after changing phones.

The permission message may mean that OneNote is opening an old notebook link or that the new phone is signed in with a different Microsoft account, so it does not necessarily confirm that the notebooks were deleted.

Here are what you can try:

    1. On a computer or browser, sign in to OneDrive using the exact Microsoft account that originally stored the notebooks. If you use multiple personal, work, or school accounts, test each one.
    2. In OneDrive, search the Documents and Notebooks folders for the notebook names. If found, open them in OneNote for the web first.
    3. Check the OneDrive Recycle bin for any deleted notebook, then restore it if available.
    4. If the main notebook opens but sections or pages are missing, check View > Deleted Notes or History > Notebook Recycle Bin, depending on the OneNote version.
    5. If it was originally shared by another person, ask the notebook owner to open Share > Manage Access and share it with your current account again.

I hope you’re able to find and regain access to your notes soon.

Feel free reply back to this post if you need further assistance, I'll be happy to help.
