Town Hall warning messages

We run Town Halls for our company on a frequent basis. We recently noticed the attendee cap that was implemented a few months back, changing the setting from 3000 to 10000 attendees. We just discovered that with the recent future events that were created, there is a warning that says 'Attendee capacity exceeds your current limit'.

With our last large Town Hall (over 4000 people attempted to join) we found out from other users that they were unable to join because the meeting was at capacity. There had been no notification that Microsoft had made the attendance cap changes. Moving forward we always set it to 10000 and we've had no issue. Just this week we started getting that warning. I've read here that Teams should automatically add the overflow (over the 3000 limit) to the 'View only experience' but that didn't happen the last time. So I'm wondering if anyone else has experience that, and can confirm if Teams is now following that automated process or not, or if there is a fix for the warning, or to just ignore it.

From my research, the warning "Attendee capacity exceeds your current limit" typically means the event's selected capacity is higher than the organizer's currently recognized license entitlement. This is very likely related to the April 1, 2026 licensing changes for Teams events, which shifted some features from Teams Premium into Teams Enterprise, and introduced a new Attendee Capacity Pack add-on model for larger events.

Current capacity model (post-April 2026) with Teams Enterprise, organizers can host:

  • Up to 1,000 attendees with full interactive engagement (microphone, camera, chat, reactions, raise hand, polls, Q&A).
  • Up to 3,000 attendees with engagement features (reactions, raise hand, polls, Q&A).
  • Up to 10,000 attendees in a view-only experience, with Q&A.
  • Events beyond these limits require an Attendee Capacity Pack add-on license assigned to the organizer.

About your overflow question:

The automatic view-only overflow you mentioned applies to standard Teams meetings, not town halls. For meetings, when the main capacity is reached (around 1,000 users), additional attendees join in view-only mode, but only if the organizer's meeting policy has StreamingAttendeeMode enabled and the attendees can bypass the lobby. If either condition is not met, additional attendees are simply rejected instead of overflowed into view-only mode. This is likely why some of your users could not join the previous Town Hall.

For town halls specifically, capacity is determined by the event configuration and the organizer's license entitlement, so setting 10,000 attendees is only supported when the organizer has the appropriate entitlement recognized for that scale.

About the warning:

Organizers with Teams Premium licenses purchased before April 1, 2026 retain the previous event capabilities only until their current subscription term expires. After renewal, events with more than 3,000 engaged attendees, or view-only events with more than 10,000 attendees, will require an Attendee Capacity Pack. If your organization's Teams Premium terms have recently ended or are approaching renewal, this may explain why the warning has started appearing this week.

In short: the warning should be resolved rather than ignored. It indicates Microsoft Teams does not currently recognize the selected configuration as licensed for that organizer, which risks a repeat of your last Town Hall issue.

I would recommend that your Global Admin or Teams Admin:

  • Review the tenant's current Teams Premium and Attendee Capacity Pack licensing in the Teams Admin Center > Add-on licenses > Teams Events.
  • Confirm whether the town hall organizers have the appropriate Attendee Capacity Pack assigned for events above 3,000 engaged attendees.

If more clarity is needed on the tenant's specific licensing state, I recommend that the Global Admin in your organization create a service request with Microsoft Support.
