Is it possible to configure the video & audio codecs of screen recording with the Snipping Tool?

My work laptop has Windows 11 on it, and there was an instance where I was unable to record a Microsoft Teams meeting for some reason, so I used the Snipping Tool screen recording instead. Typically, when recording a ~1-hour meeting, Microsoft Teams has produced a video file that's about 250MB in size. When recording my screen with the Snipping Tool, I recorded a ~40-minute meeting and it ended up being significantly larger, at about 2.6GB. I'm familiar with video codecs & transcoding, so I downloaded Handbrake (free transcoding software) and transcoded the video using h.264 at its default setting (I think quality was 20) and the resulting video came out to be about 250MB, which was much better.

I'm curious if the Windows 11 Snipping Tool has settings to adjust the video coded (and possibly audio codec) for screen recording? I checked the settings and didn't see any.
