Unable to set XBOX online safety and privacy settings, not in any family group and i am an adult.

Already comfiremd that XBOX online safety and privacy settings can not be modified,
troubleshoot suggest that i am in a family group therefore unable to modify settings.
However the only person in the family group page is my account, and even when i add myself as an organizer or add my other account as organizer and in the same time use my other account to add my account as an organizer, it still wouldn't budge.
I am a 26 years old adult and the Q&A are basically bloody useless.
