Power Automate Approval Flow – Attachment & Comment Functionality

Currently, my approval process is built using Power Automate with a sequential approval flow, where each approval request is sent to one approver at a time. Once an approver completes their action, the request is automatically forwarded to the next approver in the sequence. However, I have identified some limitations in the current process and would like to know whether the following requirements can be supported.

1. Passing Attachments to the Next Approver

In some cases, an approver may need to attach additional supporting documents during the approval process, such as:

Supporting documents for review/Revised versions of files/Additional reference documents/Evidence or other supporting materials

The expected behavior is that any attachment added by an approver will automatically be passed to the next approver in the workflow. This would ensure that all approvers have access to the same set of supporting documents without the need to send files separately via email, Microsoft Teams, or other communication channels.

Example:

• Approver A attaches Version 2 of a document.
• When the request is forwarded to Approver B, the attached file is available for review.
• If Approver B uploads another supporting document,
• Approver C should receive both the attachment from Approver A and the additional attachment from Approver B.

In other words, I would like the attachments to be carried forward and accumulated throughout the approval process.

2. Passing Approval Comments to the Next Approver

In addition to attachments, each approver may provide comments or remarks during the approval process, for example:

• Requesting additional verification
• Recommending revisions
• Providing the reason for approval
• Leaving notes or guidance for the next approver

Currently, these comments may not be visible to the next approver in the approval sequence.

The desired behavior is for the workflow to collect and pass all previous approval comments to the next approver, allowing each approver to review the history of comments before making their decision.

Example:

Approver A

Please verify the quotation before approval.

Approver B can view the above comment and adds:

Budget has been confirmed.

Approver C should be able to see both comments:

Please verify the quotation before approval. + Budget has been confirmed.

This would allow every approver to understand the review history and the rationale provided by previous approvers.

Expected Outcome : The desired approval flow should automatically carry forward the following information throughout the approval process:

1. All attachments added by each approver
2. All approval comments entered by each approver
3. The complete history of attachments and comments should be available to every subsequent approver
4. The final approver should be able to review the full set of attachments and the complete comment history before making the final decision My Question Could you please advise whether Power Automate supports this type of functionality? If so, could you recommend the best approach or best practice for implementing an approval flow that automatically passes both attachments and approval comments from one approver to the next without losing any information during the approval process?
