If the subscription became inaccessible after the directory changed during MCA migration, use this recovery path:
- In the Azure portal, confirm the billing account type is Microsoft Customer Agreement under Cost Management + Billing.
- If multiple tenants are present, switch directories in the portal:
- Select the account in the upper-right corner.
- Select Switch directory.
- Choose the other directory and check whether the subscription and billing account appear there.
- Make sure sign-in uses the work or school account associated with the MCA, not a personal Microsoft account that uses the same email address.
- If the original billing account owner identity was removed from the organization and the subscription no longer has a valid billing owner, Azure sends email notifications to other billing account owners and subscription owners with a link to accept billing ownership. The same action can also appear as a banner in the subscription details page in the Azure portal. Accepting billing ownership restores billing ownership for the subscription.
- If the goal is to move the subscription’s billing ownership to the new MCA billing account, create a transfer request from the destination MCA billing account:
- Sign in to the Azure portal as an invoice section owner or contributor for the destination MCA billing account.
- Go to Cost Management + Billing.
- Select Billing scopes > destination Billing account > Billing profile > Invoice sections > Add a new request.
- This creates the product transfer request and sends an email to the target recipient.
- If the subscription also needs to be moved to a different Microsoft Entra directory, use the subscription transfer process and include billing ownership transfer if required. Important: when a subscription is transferred to a different directory, all role assignments in the source directory are permanently deleted and cannot be restored.
- If billing account owner access is missing in the new MCA, an existing billing account owner can grant that role. If the account is a Global Admin in the tenant, access can be elevated to assign billing account ownership.
Supported facts for this scenario:
- Azure services continue running during MCA billing transition; the billing relationship changes, but existing resources, resource groups, and management groups are not changed.
- For MCA-to-MCA movement, billing account owner access must exist in both the source and destination MCA billing accounts.
