How do I start a new page after the endnotes?

That is a bit more complex task (can't be done with manual page breaks, as you have seen).

You will have to set endnote placement to be in each section and then suppress the display of endnotes for each section except those where you want them to show up.

Yes, the Next Page section break is likely causing this. It tells Word that the next section must begin on a new page, and because the endnotes belong to the section that just ended, Word may move them while arranging that section boundary.

For a book, it is recommended that you use a Continuous section break after each chapter. This ends the chapter’s section without immediately forcing another page. Then make the next chapter start on a new page by applying Page break before to the chapter-title paragraph:

Select the chapter title, open Paragraph > Line and Page Breaks, and check Page break before.

Also open the Footnote and Endnote settings and make sure the endnotes are set to End of section. If each chapter’s numbering should start again at 1, choose Restart each section.

This setup keeps the endnotes with their chapter while still starting every new chapter on a fresh page. A Next Page break is normally suitable for chapters, but Continuous plus “Page break before” gives better control when chapter endnotes are involved.
