PC keeps uninstalling OneNote during reboot

Hello, I've installed OneNote on my Windows 11 work pc from the Microsoft store via link:

It is my understanding that this is a free version for all users. However, it gets uninstalled every time I reboot, forcing me to reinstall. I've verified this 3 times. I find the msinstaller event documenting this in the event viewer, but I don't see any hint as to why it's happening. I don't have any other Microsoft Office apps installed on this pc. How can I prevent this from happening?

    1. Is this computer owned or managed by your employer, or is it your personal computer used for work?
    2. Are you signing in to Windows and OneNote with a personal Microsoft account or a work/school account?
    3. Do you normally need administrator approval or credentials to install software?
