I need to add or change the default storage location for my word documents, PowerPoints, and excel spreadsheets, in iOS on iPad. I’ve attempted to do so by going into settings within word and/or PowerPoint but iCloud isn't an option that im given.

Currently, there isn't an option to set iCloud Drive as the default or preferred save location in Microsoft 365 apps on iOS. Files are saved to Microsoft-supported locations such as OneDrive by default. If you'd like to save a file to iCloud Drive, you'll need to use Save a Copy and then select your iCloud Drive folder manually. At this time, there is no setting to make iCloud Drive the default save location.
