Partner Center Hardware account shows "deactivated" — cannot access the Hardware workspace to submit a driver

I'm the Global admin of my company's Partner Center account, enrolled in the Hardware

(Windows Hardware Dev Center) program. I'm trying to submit a kernel-mode driver for

attestation signing, but I cannot reach the Hardware workspace.

Symptoms:

  • Dashboard Home shows no Workspaces ("No quick starts are available for your workspaces").
  • The program selector lists Hardware under "Active In," and our EV code-signing certificate shows Type=EV, Status=Active under Manage Certificates.
  • But opening the driver submission page directly returns: "you don't have permission to access this page because your Partner Center account has been deactivated."
  • I've confirmed I hold the Global admin role.

I also can't open a support ticket:

  • Help + support -> Contact support opens a form, but the required "Workspace" field returns "No results found," so it won't submit.
  • The "Organization requests" tab says I don't have permission to view organization tickets.

How do I regain access to the Hardware workspace / driver submission, and what causes a

Hardware account to show as deactivated while still enrolled with an active certificate?

If this needs an account-team fix, how do I reach them when the in-dashboard support form

is blocked by the empty-workspace field?
