How do you monitor an email?

I received a message that I could not send out an email to 44 people. I asked why and it said that they did not monitor my outlook. I have been using this outlook name, email, for almost a year. What will it take for me to be able to send out emails in a large number? I was hacked on my Hotmail a year ago so therefore I changed to Outlook since I had Microsoft on the computer I bought two years ago. If I cannot send out large emails then I have no use for Microsoft. Please advise how we can remedy this situation.

Outlook.com is not a platform that is suitable to mass mailing. If you want to send out messages to more than a few people at a time, it's better to use a service suited to that, like mailchimp or groups.io. Mailchimp's free plan allows you to send up to 250 recipients at a time and up to 500 messages per month. Groups.io's free plan allows 100 recipients per message.
