Those keys are managed by proprietary drivers, developed by manufacturer.
Please ask the maker of your pc.
My key to bring my brightness up on my keyboard is doing the opposite.

When I went to use my brightness buttons to turn my brightness up, it turned it down almost like it was reversed. I tried using the key to turn it down to see if it really was opposite but they both just seem to turn my brightness down. I went to settings to see if I did anything wrong, but I found out basically everything was the same. My slider for my brightness still works properly but it's not something I've used much. I usually use my keys to turn my brightness up/down and I've used them recently, so I don't know what is different or wrong now.

- Sometimes the keyboard/hotkey service gets stuck and a restart fixes it.
- Check Fn Lock
- Press Fn + Esc (on many laptops) to toggle Fn Lock.
- Then test the brightness keys again.
- Test the keys individually
- Open a text editor and press the brightness keys.
- If one or both keys are sending unexpected commands instead of brightness controls, the keyboard mapping may have changed.
- Restart your computer
