Hi,
This can happen in cases of updates, or with plugins/add-ons for use with, for example, the TeamViewer add-on.
There's also the issue of the software starting in safe mode if it closed unexpectedly due to errors.
Or
If the Outlook shortcut is configured to start in administrator mode, you can check in the properties tab > compatibility > uncheck the "Run as administrator" option.
This needs to be done in the executable file or the shortcut.
