I am unable to deploy any model (including GPT-4) in Azure AI Foundry. Every deployment attempt fails with this error:
715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.
My subscription is "Azure for Students" with $200 trial credit. Subscription diagnostics show no issues. I cannot open a technical support ticket because I am on the Basic (free) support plan.

When this error occurs (Error Code 715-123420 or 555420), it indicates that Azure AI Foundry has blocked GPT model deployment due to a fraud signal, and the request requires review by the appropriate internal team.

Interestingly the same deployment had succeeded in East US 2, but is failing in Sweden Central. I've opened a support ticket but since my subscription offer type is a benefit subscription, I'd appreciate your help to get it routed to the correct team.
