Strategic Partnership Proposal: Indigenous Decision Intelligence Capability

Dear Ms Livesey, Mr Galligan and Mr Puthucode,

I am writing to introduce a capability I have developed called the Genesis Intelligence Engine (GIE) and to explore potential opportunities for engagement with Microsoft in the areas of government transformation, Responsible AI, Indigenous Data Sovereignty, and decision intelligence.

I am an Aboriginal leader from Western Australia and the founder of the Genesis Intelligence Ecosystem. Over several years, I have developed a structured decision intelligence capability designed to help organisations identify emerging risks, hidden constraints, capability gaps, governance challenges, and implementation barriers before they affect outcomes.

The Genesis Intelligence Engine is designed to move beyond traditional reporting and performance measurement by providing visibility of the underlying conditions that influence success or failure. Rather than focusing solely on what has happened, the capability seeks to understand why outcomes occur, what pressures are driving them, and where intervention is most likely to be effective.

The capability has potential application across:

• Government transformation and implementation
• Responsible AI governance
• Indigenous Data Sovereignty
• Public sector performance and accountability
• Closing the Gap implementation
• Organisational readiness and capability assessment
• Strategic risk identification and early warning

A distinctive aspect of this work is the integration of an Indigenous relational intelligence perspective. The capability is founded on the principle that relationships function as intelligence infrastructure through which information, authority, accountability, capability, consequences, and learning become visible.

I believe there may be an opportunity to explore how these concepts could complement Microsoft's existing work in:

• Indigenous Engagement and Inclusion
• Digital Transformation
• Data Governance
• Strategic Decision Support
