Cant Install Chinese Language Handwriting/Basic Typing

Since upgrading to Win11 Home, i cant install the chinese language handwriting/basic typing.

Tried the following and still the same:

  1. Changing default app storage settings (already set to C:).
  2. Disabling WSUS/forcing public internet locations via Registry (RepairContentServerSource and UseWUServer).
  3. Clearing the SoftwareDistribution and catroot2 caches.
  4. Forcing the install via Admin PowerShell (Add-WindowsCapability)
  5. Bypassing the router entirely and plugging directly into the fibre modem.
  6. Manually downloading the .cab package and force-installing via DISM offline (still throws 0x800f0950).
  7. Forcing the language profile directly into the user profile via Set-WinUserLanguageList.
  8. Running a full In-Place Upgrade using an official Windows 11 US English ISO.

keep throwing this 0x800f0950 error.

Hi Marco,

Please use the Language and FOD ISO to install zh-CN LP offline.

Download 26100.1.240331-1435.ge_release_amd64fre_CLIENT_LOF_PACKAGES_OEM.iso

Mount the ISO. Suppose the ISO's drive letter is F:. Run the following commands from Command Prompt admin.

Dism /online /Add-Package /PackagePath:"F:\LanguagesAndOptionalFeatures\Microsoft-Windows-Client-Language-Pack_x64_zh-cn.cab"
Dism /online /Add-Package /PackagePath:"F:\LanguagesAndOptionalFeatures\Microsoft-Windows-LanguageFeatures-Basic-zh-cn-Package~31bf3856ad364e35~amd64~~.cab"
Dism /online /add-capability /capabilityname:"Language.Basic~~~zh-CN~0.0.1.0" /source:F:\LanguagesAndOptionalFeatures
Dism /online /add-capability /capabilityname:"Language.Handwriting~~~zh-CN~0.0.1.0" /source:F:\LanguagesAndOptionalFeatures
Dism /online /add-capability /capabilityname:"Language.OCR~~~zh-CN~0.0.1.0" /source:F:\LanguagesAndOptionalFeatures
Dism /online /add-capability /capabilityname:"Language.Speech~~~zh-CN~0.0.1.0" /source:F:\LanguagesAndOptionalFeatures
Dism /online /add-capability /capabilityname:"Language.TextToSpeech~~~zh-CN~0.0.1.0" /source:F:\LanguagesAndOptionalFeatures

    Thanks alot Ramesh. It works (even tho in the setting the basic handwriting still show the download option (1mb)) but at least i can type now.
