Unable to activate Azure credits from Microsoft for Startups Founders Hub

Hello,

I am trying to activate my Azure benefit from Microsoft for Startups Founders Hub.

When I go to the Founders Hub Azure benefit redemption page and click "Complete Azure sign-up", the Azure account creation process fails with the message:

"You're not eligible for an Azure free account"

I completed the required steps:

• Added a valid Visa credit card
• Completed phone verification
• Confirmed my account information

I believe the issue may be related to previous Microsoft program usage. In the past, I used Azure for Students with a school account, and the same phone number or personal information may have been associated with that account.

Currently, I do not have an active Azure subscription or billing account.

Could you please help me verify if this previous association is preventing the activation of my Microsoft for Startups Azure benefit? I would like to redeem the startup Azure credits using my approved Founders Hub benefit.
