Since the message specifically states that “Account recovery has been blocked,” please complete the official Microsoft Account Reinstatement Form. This is the dedicated form used to request a review of a locked account. Provide an accessible contact email address and explain that the restriction appeared after sending one message to approximately 50 recipients using Bcc. After submitting the form, avoid sending duplicate requests because this may delay the review. The account review team will contact you through the email address entered in the form.
