I manage a mailbox to communicate with about 200 people. From time to time, I need to send messages to some tenths of people. Since last Sunday, after sending a short text mail to about 50 addressees (hidden), I receive the message that my account (the group mailbox) has been locked. Although I tried all recovery processes, resetting password, including waiting more than 24 hours, I receive "La récupération du compte a été bloquée". What should I do now ? (note: not for business, just a community of people)

Note: I noticed that the blocked-account message is displayed in French. Since this question was posted in the English locale, I am responding in English to match the language of your query. If you would prefer the response in French, feel free to let me know.

Hello Jean-Paul Colard,

I understand that the mailbox remains locked even after you changed the password, completed the available recovery steps, and waited more than 24 hours.

Please note that this is a user-to-user forum, so contributors cannot access or unlock Microsoft accounts.

Since the message specifically states that “Account recovery has been blocked,” please complete the official Microsoft Account Reinstatement Form. This is the dedicated form used to request a review of a locked account. Provide an accessible contact email address and explain that the restriction appeared after sending one message to approximately 50 recipients using Bcc. After submitting the form, avoid sending duplicate requests because this may delay the review. The account review team will contact you through the email address entered in the form.

If you cannot submit the form or need guidance with the process, you may also try contacting Microsoft Support:

  1. Visit the Microsoft Support contact page: Contact - Microsoft Support
  2. In the search bar provided on the page, type "Account Recovery" and press Enter.
  3. Click on the "Get Help" button that appears.
  4. Scroll down the page until you see and click on the "Contact Support" option.
  5. When prompted to select your product or service, choose "Other Products".
  6. For the category, choose "Manage Account Security".
  7. Look for and click on "Chat with a support agent in your web browser".
  8. When prompted, provide a valid contact email where Microsoft can reach you regarding your case.
  9. Explain your situation clearly: Be concise but provide all the relevant details.

Support options may vary by region, time, and sign-in status. A support agent can provide guidance, but cannot directly unlock the account, send a password-reset link, or change the account’s security information. The reinstatement form remains the appropriate channel for the account review.

For further details about the reinstatement process, please refer to Microsoft account has been locked.

If access is restored, consider using a mailing-list service for recurring messages to a large community, as Outlook.com applies sending limits that vary according to account history and subscription status. See Sending limits in Outlook.com.

I hope the account review team can help restore access.
