Use this checklist for Azure card verification failures during account setup:

    1. Verify the card type.
      • Azure sign-up does not accept virtual or prepaid cards.
      • Credit cards are accepted, and debit cards are accepted in most countries or regions.
      • Hong Kong SAR and Brazil support only credit cards.
      • India supports Visa and Mastercard debit and credit cards.
      • American Express is not supported in India.
    2. Make sure the billing details match exactly.
      • The name, address, and CVV must match exactly what the bank has on file.
      • The billing address must be in the same country/region selected in the About you section.
    3. Check with the bank or card issuer.
      • Confirm the card is active.
      • Confirm international transactions are enabled.
      • If Azure is trying to authorize the card and the bank declines it, the card must be updated or replaced.
    4. Check browser-related issues during identity verification by card.
      • Third-party cookies must be allowed.
      • In Chrome: Settings > Show advanced settings > Privacy > Content settings > clear Block third-party cookies and site data.
      • In Microsoft Edge: Settings > View advanced settings > Cookies > Don't block cookies.
      • Then refresh the Azure sign-up page.
      • If that does not help, close and restart the browser and try again.
      • If browser issues continue, sign out of all active Azure sessions and try an InPrivate session, or use another browser and delete cached cookies.
    5. Check account eligibility issues.
      • Azure free trial is only for users new to Azure.
      • If the same information was used before, free trial activation can be blocked. In that case, use a pay-as-you-go subscription instead.
      • Also verify the Azure account profile information is correct and that another Microsoft account is not already using the same information.
    6. If payment errors appear after setup attempts.
      • A small temporary verification hold can appear on the card and is typically removed within three to five days.
    7. If the card is still refused after all checks.
      • Create a support request for Azure Billing and Subscriptions.
