Partner Center Earnings stuck in “session expired” loop on personal Microsoft developer account

I have an individual Microsoft Store developer account using a personal Microsoft account.

In Partner Center, Account settings → My access shows “Earnings — Access granted”. However, when I open Earnings, I immediately receive “Your session expired”. After signing in again, it returns to the same page in a continuous loop.

This happens on multiple computers, browsers, private/incognito sessions and internet connections. Other Partner Center sections work normally.

When expanding Earnings under My access, I also see: “You don’t have permission to perform this task. Contact your account admin.”

My account has no Microsoft Entra tenant associated. Partner Center AI does not support personal Microsoft accounts, Windows Developer Support redirects me back to Partner Center, and the provided support link opens Engage Center where I have no workspace access.

Please escalate this to the Windows Store developer payouts/Earnings team and help restore access to my Earnings workspace.
