To help me better understand the issue, could you please confirm whether the missing "bottom toolbar" refers to the Windows taskbar (the bar that normally contains the Start menu, pinned apps and clock) or a toolbar within Google Chrome? If possible, please share a screenshot of what you're seeing.
In the meantime, if you are referring to the Windows taskbar, please try the following steps:
- Move your mouse to the very bottom of the screen. If the taskbar appears, it may be set to automatically hide. You can turn this off by going to Settings > Personalization > Taskbar > Taskbar behaviors and clearing "Automatically hide the taskbar".
- If the taskbar does not appear, press Ctrl + Shift + Esc to open Task Manager, locate Windows Explorer, right-click it and select Restart.
- If you're using multiple monitors, check whether the taskbar may have appeared on another display.
If instead you mean a toolbar within Google Chrome (such as the bookmarks bar or extensions toolbar), you can also try the following:
- Press F11 once to exit Full Screen mode, as Full Screen can hide Chrome's toolbars.
- Press Ctrl + Shift + B to show or hide the Bookmarks Bar.
