Hello Microsoft Team,I am a student utilizing Azure for personal learning and upskilling while currently unemployed. I was away on holiday from July 4th and accidentally left an App Service Standard plan running, resulting in an unexpected billing charge of £185.18 (Invoice G169413332).I have since deleted the resource completely to stop the charges. However, I am trying to submit an official billing waiver/refund request, but the Azure Portal support page is completely broken and trapped in an endless loop, constantly dropping down the disabled error wizard and preventing me from opening a case or talking to a representative. Because of this portal error, I cannot progress. Can a Microsoft moderator please manually escalate this thread internally and have the Azure Billing Escalations unit contact me directly via email to process this request? Thank you.

Hello Anil, I’m sorry you’ve been stuck in that endless loop, here’s a reliable way to open your billing waiver/refund request without hitting the loop, and they’ll reach out via email soon.

Here are the steps you can follow to create support requests:

  • Go to Azure portal > Search for Help + Support or https://portal.azure.com/#view/Microsoft_Azure_Support/HelpAndSupportBlade/~/overview
  • Click on Create a Support Request.
  • On right-side panel, enter Billing and click Go > select the issue with "Billing" > select your Subscription then click Next.
  • Do not click on refund request button or any suggested articles instead click on the Create support request on top of the panel.
  • Select the Issue type as Billing and, select the summary, problem type and problem subtype as per your issue like below > then click on Next.
  • Do not click on refund request button or any recommendation solution/article, instead click on the Return to support request then click Next.
  • Fill all the required information and provide a clear description of your issue and click Next.
  • Review and create as submit the support request.
  • You should receive an automated email within a few minutes and then be contacted by support team.

    First, please edit this public question and remove the full subscription ID and invoice number. Billing support can identify the account after you open a private case; those identifiers should not remain in Q&A.

    A moderator cannot initiate a refund or arrange direct contact from this thread. Refunds are reviewed case by case by Azure Billing Support, and deleting the App Service plan stops future usage but does not automatically reverse charges already incurred.

    Billing and subscription support is free and does not require a paid technical support plan. In the Azure portal, open Help, choose Create a support request, set Issue type to Billing, and select Refund Request. Make sure you are in the directory containing the subscription and select the affected subscription. If the wizard shows suggested solutions, choose Return to support request and continue.

    For the portal loop, try an InPrivate window with only the correct account signed in, clear portal site data, temporarily disable privacy/ad-blocking extensions, and try Edge or Chrome. Also confirm that your account has an appropriate subscription or billing role.

    If it still loops, use Microsoft's Azure contact/support page to tell Billing Support that ticket creation itself is broken. Include a screenshot, UTC time, and browser version. Keep the refund explanation factual and mention that the resource was deleted immediately after discovery.
