Yes, you can notify all of your contacts, but you shouldn't paste hundreds of email addresses into the Bcc field. Outlook.com has recipient limits, and sending a very large message at once may be blocked or flagged as spam. I suggest you can do it by batches, 20-25 recipient per 30mins. This is to prevent you email being blocked as spam.
