    Hi  

    Although you have a valid Planner Plan 1 (formerly Project Plan 1) license, the issue may not be related to licensing. We have seen instances in Project for the web / Planner Premium where the Make subtask and Promote subtask options become unavailable when a filter is applied to the project view. 

    1. Verify Your License 

    • Confirm that your account has an active Planner Plan 1 (formerly Project Plan 1) license. 
    • If needed, please contact your Microsoft 365 administrator to verify the license assignment. 
    • Project Plan 3 or higher also provides access to these features.  

    2. Sign Out and Back In 

    • Sign out of Planner/Project for the web and then sign back in. 
    • Reopen the project and check whether the Make subtask and Promote subtask options are available. 

    3. Remove Any Active Filters 

    • In the project grid, clear any filters, grouping, or search criteria that may be applied. 
    • We have seen cases where hierarchy-related actions become disabled when the task list is filtered. After clearing the filters, please test the functionality again. 

    4. Confirm Whether the Issue Is Project-Specific 

    • Does this occur in all projects or only in one particular project? 
    • If possible, open another Project for the web plan and verify whether the same options are available there. 

    5. Check with Other Project Members 

    • Ask another user with appropriate access and licensing to open the same project and verify whether they can create or promote subtasks. 
    • This will help determine whether the issue is specific to your account or related to the project itself. 

    6. Use a Supported Interface 

    • Access the project through the Planner web experience or Microsoft Teams and verify whether the behavior is the same. 
    • If possible, also try an InPrivate/Incognito browser session to rule out browser caching issues.
