Why can't I see my Copilot Studio Agent Output Properties? They have been saved and published.

We are working to create agents for a shared mailbox to create tickets into a Jira board. The agents have output properties that need to be re-added every week due to the agent removing them. Is this a bug? We are saving/publishing yet when we check the agent's output properties are missing.
