Partner Center Hardware Developer Program: workspace shows "account has been deactivated", attestation signing blocked
Summary: We have been trying to resolve this single issue for more than a month, routed in circles across multiple support channels with no resolution. I'm posting here because similar Hardware-deactivation cases seem to actually reach the Partner Center / Hardware team on Q&A.
Service: Microsoft Partner Center — Windows Hardware Developer Program (driver attestation signing).
Scenario / what we're trying to do: Submit a signed driver package for attestation signing so we can ship our product. Our EV code-signing certificate is validated and our signed CAB is ready to upload.
Result / the problem: The Hardware workspace is deactivated. Opening the Hardware dashboard returns "your Partner Center account has been deactivated" and redirects to partner.microsoft.com/en-us/restrictedaccess?reason=Deactivated. We cannot reach the driver submission page at all.

Troubleshooting efforts so far:
- Completed and submitted the enrollment questionnaire in late June; the tool confirmed "Screening completed — reviewed within 7 business days." We are now well past that window with no outcome communicated.
- Opened a Microsoft 365 support case (SR# 2606200050000510) and spoke to support by phone. They confirmed Hardware enrollment sits with a separate team they cannot reach or escalate to, and redirected us to general contact channels that don't route to Hardware.
- Every channel says "not our department," and the team that owns this appears unreachable through standard support — hence more than a month with no progress.
Reproducible steps:
- Sign in to Partner Center with our enrolled account.
- Open the Hardware workspace.
- Result: "your Partner Center account has been deactivated" →
restrictedaccess?reason=Deactivated. No path to the driver submission page.
What we need: A Partner Center / Hardware Developer Program team member to check why the workspace is deactivated and what the questionnaire-review outcome was, and to reactivate the Hardware workspace so we can submit our driver. Happy to verify ownership through any private/official channel you prefer.
