Hardware Program registration deactivated after vetting Approved - cannot open support ticket (Workspace dropdown empty)
My Windows Hardware Developer Program registration is deactivated, and I cannot open a support ticket through any available channel. Requesting a manual backend reactivation.
Current state:
- Partner Center > Programs > Hardware shows: "Our records indicate that you have already enrolled into this program but your program registration is deactivated."
- Account settings > Legal info > Vetting status: Approved
- EV code signing certificate: valid and active (DigiCert, expires 6/5/2027)
- Seller ID: 51660260
- Driver submissions are blocked. This account was previously active and used successfully for driver signing.
Root cause (now fixed on my side):
My vetting had gone to Rejected because Legal Info contained an outdated business address from a previous location. Per Microsoft documentation, a Rejected vetting status for more than 30 days results in account suspension, which deactivated my Hardware enrollment. I have since corrected the address to my current registered business address, which matches my EV certificate and my Secretary of State filing. Vetting is now Approved. However, the Hardware enrollment remains deactivated.
Why I cannot open a support ticket:
- Partner Center > Help + support: The required Workspace dropdown is empty (no entries to select), so the form cannot be submitted. Problem type is also unselectable. This appears to be a known issue affecting multiple users in this forum.
- Partner Center AI assistant: Returns "AI assistant does not offer support for users with Microsoft Accounts currently."
- Windows Developer Support Copilot: Routed me to a support-for-business link that lands on Engage Center with "no-access-group" - I have no entitlement there.
- Microsoft 365 Admin Center: Rejects sign-in ("You can't sign in here with a personal account") - my Partner Center identity is a Microsoft Account, not a work/school account.
This is a catch-22: the enrollment deactivation is what breaks the support form, and the support form is the documented way to report the deactivation.

Could someone from the Windows Hardware Dev Center / WHCP team please perform a backend reactivation of my Hardware Developer Program registration? Community reports indicate this requires a manual reset by Microsoft and cannot be self-served. This is blocking production driver releases.
