Try the followings:
Plug it in with the original charger, direct to a wall outlet, and leave it untouched for 30–45 minutes — don't press the power button. Deeply drained Surface batteries can take that long before any LED shows.
If the LED comes on solid after that, let it charge 1–2 hours before trying to power on.
If there's still zero LED response after 45 min, that strongly suggests the battery or charging circuit has failed — not something fixable at home.
If it does power on, try a hard reset: hold Power alone for 30 seconds until the screen goes fully black, release, wait 10 sec, then press Power once to boot.
Bottom line: If step 3 happens (no LED at all after a long wait), this is very likely a battery or motherboard charging-circuit failure needing service, not a software fix.
