I have a legitimately purchased Windows 10 Home OEM license (I have the purchase receipt from OutletPC). My motherboard failed and I replaced it. Online activation fails with error 0x803F7001, the activation troubleshooter says it can't help, and phone activation rejected my Installation ID. Please activate it from your side.

An OEM licence is locked to the first motherboard it is activated against. If that is replaced then the licence is lost.
To make sure this does not happen a full retail licence is required.

Thanks for confirming it is a Windows 10 Home OEM license.
Since the motherboard was replaced, Windows may now treat this as a different PC. OEM licenses are usually tied to the original motherboard and are not normally transferable after a hardware change.
Was the motherboard replaced by the original PC manufacturer under warranty, or was it replaced separately?
