Copilot Cowork Access Issue - Cowork Session Sign-In needed. IT vendor cannot help

We had been using Cowork and set credit caps for my team, one of the guys went over the cap and the whole tenancy has been blocked and when we try and use Cowork even after changing the token caps the system will not let us in saying You do not have access to Cowork

To use Cowork, your account needs access and usage from your organization.

We had the access we, have upgraded usage allowance but still cant access Cowork, we can access Copilot but not cowork. Out External IT support have tried everything and its been a week? My business is now being impacted as we had built skills and agents using cowork. Any help is greatly appreciated.
