PostgreSQL Flexible Server stuck in Updating state after cancelled scaling operation

Server (Sweden Central, SKU Standard_B2s 32GB PostgreSQL 16) has been stuck in Updating state since 2026-07-07. Resource scaling operation was cancelled mid-flight via Azure Portal. Server has not self-recovered in 24+ hours. So Server not accepting TCP connections and psycopg2.OperationalError connection timed out. Production App startup probe failed 500+ times, revision provisioning timed out. We waited 24+ hours still updating. Alsp az postgres flexible-server update returned ServerIsBusy. Point-in-time restore failed because source server is in Updating state. ARM API shows no visible running operation ID. Tried restore but there is an Azure capacity issue. Objective is that Data must not be lost.
