Cannot Save Locally Digitally‑Signed PDFs in Microsoft Edge

Hello,

I am having an issue in Microsoft Edge when opening PDF files directly from certain internal systems/websites. When the PDF opens in Edge’s built‑in viewer, the Save button is greyed out. Hovering over it displays: “editing and saving in-place digitally-signed document isn’t supported.”

This prevents me from saving the document locally. The only way to save these PDFs is to open the same link in Chrome, sign into my system, and then download the file there — which means I’m switching browsers constantly just to complete one task. I would prefer to work entirely in Edge.

Important context:

  • Printing to PDF is not a valid workaround, because it strips all digital signatures. These PDFs contain existing digital signatures that must remain intact.
  • The internal systems I use automatically open the PDF in the browser and do not provide a direct download link.
  • Because the Save button is disabled in Edge, I cannot retrieve the original, signed PDF.

What I am trying to find out:

  1. Is there a way to enable saving/downloading digitally‑signed PDFs in Edge’s PDF viewer?
  2. Is there a browser policy, flag, or configuration (Edge settings, admin policy, or PDF-handling policy) that prevents saving digitally‑signed PDFs?
  3. Is it possible to force Edge to download PDFs instead of opening them, even when the website is set to open them inline?

Any guidance or recommended settings would be appreciated. I would like to avoid using two different browsers for this workflow.

This is more likely in the built-in PDF reader limitation than an issue with the document and signature. This is lightweight, so it might not recognize some of the signature, which consequently disable saving to prevent change in the document when saving.

There is a way to force Edge to download PDF instead of opening them, please follow these steps:

  • Type edge://settings/content/pdfDocuments and press Enter.
  • Enable "Always download PDF files."
  • Restart Edge.

However, it comes with some caveat, it can only work if the link or application directly serves a PDF URL and not some workflow to open the PDF.
