Before the factory reset the laptop was working with no problema and after the reset It began turn on and off Continuously everytime i opened the laptop, i already tried using a USB stick to download Windows but when It reaches 70% It begins to restart and continue to turn on and off repeatedly

When it reaches 70%, what is it referring to? Is it 70% downloading the iso to the flash drive using Windows Media Creation Tool, or the drive is already made, but this is 70% during installation? If it is during installation, did you boot the drive from BIOS?
yes i changed the boot priority to in the bios to boot up from the USB stick, the installation starts fine i select where i want to install It and It begins, as soon It reaches 70% the laptop starts doing the same thing or if the boot priority Is in the USB stick it just makes me go in the very beggining of the Windows installation screen
Did you delete all partitions until they merged into one unallocated space? Then select that space to install.
yes i always delete all the partitions until theres One remaining but It doesnt change the outcome
How was the USB made? Did you use the Windows Media Creation tool? If it still stops at 70%, try another flash drive and make it via Windows Media Creationt tool, see if it makes any difference.
