How do I resolve the error code: 0xE0000644 9zu13 on OneNote?

The Issue:

My desktop application is locked in a "Read-Only" version for this notebook. When I try to sync manually, it fails and throws the following error code: 0xE0000644 9zu13. Apparently this error code shows up "when a section group or section name contains special characters that interfere with syncing".

What I have noticed:  

  • I can add notes online via the web browser, and those changes successfully sync down to my desktop application. 
  • However, the reverse is not working. I cannot sync any changes made from my desktop app up to the cloud due to the read-only restriction. 
  • When I opened my notebook on my phone and laptop it did synchronize correctly, unlike on my pc. 
  • I did add new notebooks to see if those would also not sync, but that wasn't the case. It seems that there is just a name or symbol in a section that is causing synchronization issues. 
  • I've tried to copy some of my more recent onenote sections into another notebook but it doesn't seem to cause problems for that other notebook. Via another question on Microsoft Q&A I've also seen that an option would be to copy everything from the notebook into a new notebook, but doing so for me would take hours if not days because of the amount of stuff I'd have to migrate over. 

I would like to know what kind of symbol would cause this problem and I'd like to know how i can access the bin for notebooks online so I can see if deleting any notes in there would fix the problem.

I also just noticed that this notebook stopped synchronising like a week or so ago (26-06-2026), but the "Read-Only" came up like yesterday. Would that mean that I have to delete/move over every note I made during this period to solve the problem?

I just solved my problem.

  • I made sure every important note is in the online version and up to date
  • I noticed that one section was missing that I had made a few days ago that didn't have much in it
  • I closed my notebook in the desktop version of OneNote and only after that did it show me the section that didn't want to synchronize
  • I opened my notebook again and pressed synchronize to get all my sections, pages etc back
  • After that I added the section that didn't want to synchronize to a new notebook just in case it would mess up my main notebook again, but it didn't seem to cause a problem again, so I put it back into my main notebook.
  • The only 'special' character that I think could've caused the problem that time is the '-' (minus) symbol but I didn't even remove it from the section name and now it synchronizes just...
  • Edit: I just noticed that any new section I make in the specific section group in which the problem-causing section was located, immediately causes the synchronization problem again. So I removed a part of the name of the section group; it synchronized again like normal; I put the part of the name back and the problem was solved... Although putting back the same section again did cause the problem again so I had to remake the section and weirdly enough even without changing any names in the section or pages, it synchronized as normal...
