This means that the system flagged the newly created account and marked it as suspicious. When this happens, the account is blocked from signing up, so the account doesn't go through the final stages of being created.

If your friend is using your WIFI connection, or device, to create their Microsoft account, please ask them to use their mobile phone using their mobile internet. By using their own device and mobile network connection, it may allow them to create a Microsoft account (providing the mobile network hasn't been flagged or has a bad reputation with Microsoft's servers).

I know you have applied the Android sub-tag to this question, but if you have a PC/Device running Windows 11, you can create a Microsoft account from within Windows. To do this, please click onto Start and open Settings.

From inside the Settings app, please click onto Accounts on the left-hand side navigation menu.

Then scroll down to "Account settings" and click onto "Other users"

This will list all user accounts that can sign-in on your PC. Please click onto "Add account"

This will bring a dialog box asking you to enter their Microsoft account email, please select "I don't have this person's sign-in information"

You will be able to create a Microsoft account
